Picture Analysis
Under the rubric "Topic", and the headline, "A Psychological Problem", this variation on the building-site motif appeared in the daily paper "Der Standard", 29 April 2004, on page 2. The picture was framed by two paratexts, a subtitle to the headline as well as a caption under the picture: The subtitle was: "Many citizens of the new member countries, even after joining the EU, will still feel like second class Europeans. It became clear why in a discussion with ambassadors in Vienna." The caption under the picture on the other hand made the following pronouncement: "The preparations for celebrating the entry into Europe (shown here in Warsaw) are temporarily creating new jobs. Experts doubt however that after the expansion of Europe there will be an onslaught on the labour market in the old EU."

Optically the picture is closely modelled on the building-site motif from the website of the European Commission. Missing here however is an unambiguous reference in the picture itself to the European Union. The paratexts make up for this. They make it clear that the scaffolding in Warsaw was constructed for a specific purpose, namely to celebrate membership in the EU. It is interesting the way the texts change what we see. Without explanatory texts, one would simply see construction workers on a steel scaffolding, but the textual information opens up something new to the viewer: Not only is the duration of the scaffolding (for whatever purpose) limited in time but the jobs of the three men who can be seen in the picture are also limited in time. The temporal dimension which the motif of the building-site brings into play is here carried over to the work now clearly seen to be dependent on the building-sites.
